Over subsequent decades the various institutions which now form the CAN were set up: the Council of Foreign Ministers in 1979, the Court of Justice in 1983, the Presidential Council in 1990, and the General Secretariat in 1997. The ultimate aim has been to create a Latin American common market. A free trade area was established in 1993, and a common external customs tariff in 1994. While all members have adopted a common foreign policy, more ambitious attempts at integration have been less successful. However, with a combined population of 122 million, and a GDP in 2004 of 300 billion dollars, the community is a significant economic group. In 2004, the leaders of the countries of South America decided to create the “Comunidad Sudamericana de Naciones” (“South American Community of Nations”) or CSN by a gradual convergence between the CAN and Mercosur (Argentina, Brazil, Paraguay and Uruguay), plus Chile, Guyana and Surinam.
